If your a Free to Play or Preferred player, you cannot use the chat until you reach level 25.  It should provide a warning message in your chat window if attempt to use the chat.

What is your current level? If it's below 25 you cannot chat until you achieve those heights as a F2P player, if not and you are already a lvl 25 or subbed have you tried pressing Enter to open up the chat or is opening it up not the problem?
