Did you try disabling the origin helper service? That's the only thing that worked for me after I tried uninstalling the game, uninstalling origin, reinstalling origin, and then reinstalling the game.
click on start and type "services.msc" and hit enter
scroll down until you see "origin client service" and "origin web helper service"
if they are running, right click each one and click "stop" then right click each one and click properties, and change the dropdown to say "disabled" then click ok, then try again

I get the same message. Origin wouldn't let me uninstall so I quit origin, deleted the apex legends folder, uninstalled origin, re-installed origin, and tried to re-install apex but I keep getting that same message "Origin needs to download files and is waiting for permission. Please choose "Yes" when Windows prompts you for permission." but I never see that window open.

I figured it out. I had to disable the origin helper serivce under windows services and everything suddenly worked. Why does origin suck so bad?????????????????

I wonder if Origin might be set to Restricted Access mode in your client. When you have a chance can you check something for me? Open up the Settings in Origin and click on the Application tab up at the top. Scroll all the way down and you should see an Advanced section. Below that you should be able to enable and disable Restricted Access Mode. If that's currently active try disabling it and see if you're able to download the update afterward.
Let me know how it goes when you can. Thanks!
