cant queue with people because of my level

i am unable to get into a game because I started a new pc account and its level 1. the fact that the skill-based matchmaking makes you queue with people your skill while there are only like 2 people. unless apex adds cross-progression or adds a better queue. I'm done with this game. I've got 3 heirlooms and this is the only time I've felt hopeless with this game.
