Ok, with so many people having the same issue. I am guessing it means they are having the issue this time. Last time it was me.

SWTOR forum's post received a response from customer service that they are looking into the issue.

SWTOR forums received another CS response.  They believe it's one of the ISPs they use having issues so they are working to route traffic over to another.

As an update, it looks like one of our ISPs is having some trouble right now, which is likely causing the issue. We are working to get traffic switched onto a different ISP, which should resolve the issue.
