can't limited the download texture when playing

When I play Apex Legend, the download isn't finished yet. but already exceeded the playable limit.
then when i playing matches, the game is really lagging ... previously the download has been limited too. but when I see the origin, the download exceeds the limit. (I limit at 16kb / s .... but the download is at 120kb / s). When I try to use other limits, it doesn't affect ... please help me
