Open windows explorer and navigate yourself to the shown folder in the error message. I'll leave an example below.
(the path is C:/Users/<YOUR USER>/..., not the "admin" as in the picture), and rename the file to something else.
After that, start the game. The file should get recreated, and the issue should be resolved. If it does not get fixed, try repairing the game.
