Why on rebuilding a Ford Mustang GT to 4 stars downgrades all the parts? [ Edited ]

Ford Mustang GT upgrade makes it actually a downgraded car. It was already on 3 stars and in rebuilding the parts after collecting the required blueprints, instead of reaching 4 stars, it went back to 3 stars and again asking for parts upgrade!!!
