Why isn't BLT-B Y-Wing Starfighter showing up in Shipments?

I've been trying to 7* the Y-wing.  Got it to 6* with the packs when it first came out.  I was using crystals when it dropped into Shipments but it hasn't shown up in over a week.   Anyone else notice that?
