Why can’t I hear 13 at 6 star but friend can [ Edited ]

Hello my name is Ethan Jackson 

I have a friend/ally/guild member his in game name is BIgK023 and he has a general hux at gear level 12 when his general hux is not 7 star 

I wanna know why I cannot gear 13 my general Skywalker when he is only 6 star but my friend can gear 13 his people at 6 star

In essence, having Hux at G12 with less that 7 stars is a unique bug to this toon that CG decided not to fix.
