Why can't I cap my framerate beyond 144FPS? I tried all the methods.

I tried to use fps_max command in the launch settings, checked my nvidia settings, and disabled all v-sync and g-sync related features. Yet when I jump into the game my frames are always capped at 144. What am I doing wrong?
