WHY DOES IT TAKE 3 to 5 shots to kill any single in Co-Op Resistance?

Enemies makes kills with one shot, not even pointed at me.....It's not fair...I want to play something I can win. This is unwinnable crap.

Different enemies have different stamina levels - some you can kill with fewer shots that others.

Similarly, some enemies have more potent weapons, some of which can kill you in one shot.
