Video Settings Never Apply

Hi all,

I have a 1060 nvidia card and have had this weird glitch where no matter what I set the graphics to in the settings menu, they never actually apply in game.

They appear at the lowest setting, but they're actually not when I get into the game. This is a different problem than the popular "Model Setting resets to high every time I change it to low" as this issue never actually changes the settings back. It simple just doesn't apply the settings found in the settings menu.

Anyone experience anything like this?
