V sync stuttering

Hi, can someone help me with my problem? the game is stuttering, when i turn on the Triple buffering, it runs smooth, but i can't really see anything with the blur, when i turn off the v sync, it just stuttering whole time.

8gb ram

It doesn't help me at all
