Unlock button is missing

I can’t find unlock button on the medical center at market square. I’m level 36 so should be able to unlock it but can’t. This problem makes me can’t do the quest that I should place the surgery table in medical center and even can’t start the mystery cure career. I completed all careers but this.

I have the same problem in Waterfront with the space explorer and marine biologist careers!  I'm at level 42 and I have enough money to unlock it but there is still not a lock "sign".

I have exactly the same problem but with the restaurant- can’t unlock it so can’t start the culinary career!!
