Unable to propose to/marry roommate

My roommate is no longer an active character (NPC) from a previously controlled character who didn't move on after retiring. My controllable sim has a relationship level 7 with her in the soulmates romantic story. We've purchased all of the wedding decorations available, but the opt-in isn't available. The NPC also glitches out and sometimes doesn't show back up to events when I've closed the app and returned or swapped to another app and then come back without closing. My sim was dating (toxic storyline) another sim, but they're only level 3. He started dating my roommate npc after the toxic relationship. Please help! This couple is LITERALLY the only reason I part the game anymore. Thanks!

@711421 If I understand correctly, your Sim is now retired.
Senior/retired Sims can't marry.
