Unable to promote adult sim to playable sim

I have 3 adult playable sims and a sim that just aged up to an adult. I still have one more slot for a playable sim but when I try to promote that sim to playable it tells me my household is full.

No, you have to unlock it first to be able to make your adult sim a playable sim.

That 4th spot seems to be locked?

Yes but am I not supposed to be able to promote the player to unlock that spot?

I think you need to unlock the spot before you can promote the player.

If I unlock it it’s looking like I’ll create a new sim in that spot instead. Is that right?

How do you unlock a slot?

I had to use sim cash to unlock that spot
