Unable to launch [ Edited ]

I am unable to launch the game on my PC with Windows 10. Everytime i try, i get a C7 error. Attached is DxDiag. I've read other threads and tried reinstalling, changing profiles on my computer, updated all my drivers, updated directx, and so far nothing has worked. Thanks,

Your video driver is from 2017 , try going to www.amd.com and get an updated driver , for example this driver link 

C7 will mean somehow that windows environment does not meet the requirement to tun the game, looked at C++ and .Net and any optional windows updates.
