Unable to go fullscreen [ Edited ]

Problem:
Game wont enter fullscreen mode.

Symptoms:
- Setting fullscreen in the options with monitors native resolution wont apply.
- Setting fullscreen in the options with non-native resolution will apply.
- Setting windowed or borderless fullscreen in the options with any resolution will apply.
- ALT + Enter wont apply fullscreen but will toggle the displayed option in settings between windowed and fullscreen.

Setup:
- Nvidia GeForce GPU (GTX1080 for me).
- Nvidia 418.81 drivers.
- Multiple monitors (not sure if this matters).

Solution:
Uninstall driver and revert to version 417.71.
