I'm unable to login as a subscriber to SWTOR because of an error that I'm getting. My friend has been getting the same error tonight. The error is: "Unable to retrieve patch data. Please check network connection. (208)". I did various things to troubleshoot the problem. I have opened and closed SWTOR 4 or more times (2 times before resetting my modem and router and 2 or more times after resetting the modem and router) and I have reset my computer after opening and closing SWTOR the first time after I reset my modem and router.

I would say this is a net issue there is a 208 thread at this link , in which case may need to wait 24 hours and check again this will come good on its own just when is unknown
will flag this with cs in anycase to get there network team to flag up through the nocs

208 is as you say a communication error , there is a log folder in the game folder and it will indicate which it has issues communicating with.
you can ping manifest.swtor.com if it is responding to check the cdn-patch see if you can download this file link
no need to download it fully just need to see if the download starts
if both respond ok then it is more likely a antivirus issue
sometimes it can be a routing issue on the net in which case it will self resolve at some point with out anything needed to be done by you

I've successfully pinged the address you gave me and was able to download the file you gave me. I'll have to check my antivirus (could you please direct me through that?).

ESET - disable protocol filtering
Kaperskey - disable scan secure / encrypted connections
Nortons set exception to allow instead of auto
other then that remove and re-add exception for launcher.exe to the antivirus and firewall exception list

This is happening to me as well. It just started happening today -- things were running fine yesterday. Here are a few of the things I have tried, all with the same results (some of these are recommended by Customer Support on archived threads on the old Customer Service forum at SWTOR.com):
1) I have reset my cable modem, my router and done a clean reboot of my computer.
2) I have flushed my DNS cache.
3) I have turned off all of my firewalls.
4) I have bypassed my router and hardwired my computer to my cable modem.
5) I have downloaded and ran the Launcher Repair Utility.
6) I have manually opened the ports that SWTOR uses on my router.
7) I have re-installed the Launcher over the existing version.
8) I have uninstalled and reinstalled the entire game.
9) I have examined my account on SWTOR.com to make sure everything was in order there. It is.
Nothing is working.

what area / region if it is happening to mroe then 1 person , what ISP you are using may be handy to see if the same
can you ping launchpad and manifest.swtor.com ?

Just read the other responses on suggested fixes. I could download that file. Pinging launchpad.swtor.com, however, timed out. I'm still hardwired to my cable modem, and I have turned off all Windows Defender things I can turn off as well as disabled all other virus protection.
Same error.

I'm in northern California, using Spectrum.
Everything else is working but here is another very odd thing. I use Discord. You know how Discord will show you what games others are playing? Mine, today, is blank. Everyone's named is there. If people are listening to Spotify, that is noted. Not one single game is listed. I un/re-installed Discord to see if something was corrupt there, but no change.
