Platform:Apple iPhone
List the specific devices you play with (e.g. iPhone 6s Plus, Samsung Galaxy S7) iPhone 8 Plus

How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Engaged to a NPC and it get elder by owner’s decision before it get married. After that you can not move in the NPC or cancel the fiancé status.
What do you expect to see? Get marriage and move in the NPC or show the divorce button.
Connection Type Wifi
Please select your region Asia
Country HK
Additional feedback Please help ASAP, I can not propose to another NPC and I am not allow to cancel the fiancé status.

Gökçe has a blue plumbob over her head. This means she is a playable Sim that belongs to another player. She is not NPC (non-playable character).

 

Unfortunately it is too late for you to ask for her to move in to your household as she has been retired already by the player who owns her.

 

Elias is free to get engaged again even if he is engaged to Gökçe. 

 

This is not a bug. It is the way relationships work in the game,

 

  1.  Playable Sims don't need to be engaged or married to the playable Sim you want to move in. 
  2. They need to be at level 8 of any kind of relationship in order for you to get the option of asking the other player to let their Sim move in to your household. 
  3. You will need an empty playable Sim slot ready to receive the Sim.
  4. The other player might accept or refuse your request. 
  5. You will get a notification on your inbox. 

As you can see, it's a complicated process that depends on what other players want to do with their Sims. So, unless you know the other player and agree in advance, I would suggest you to try marrying your Sims to young NPCs  without a plumbob.

Could you please post a screenshot that shows the NPC your Sim can't marry?

 

Our Sims can't establish relationships with NPCs that belong to other players. The only NPCs our Sims can meet are townies or NPCs at workplaces.

These NPCs age very quickly, so make sure the relationship of your Sim with a NPC reaches level 4 as fast as possible. Why level 4? Because your Sim will be able to propose and marry the NPC at level 4 of any relationship. 

What happens when one of your playable Sim marries a NPC? The NPC will automatically move into your household as a NPC, not as a playable Sim. Then you will be able to promote the NPC to playable Sim whenever you have a free slot. 

Engagements can't be broken but they are not an obstacle so your playable Sim will be able to propose againg to a different Sim and get married.
