Terrible GPU performance on gtx 1070

1920x1080@144hz, i7, 32gb ram, getting about 15 fps in this game. I play many many other games on this machine without issue. I have the latest drivers. I don't know if it's bad optimization or a bug, but it's pegging my gpu at 100% usage with almost no cpu use. Please look into this devs. This game isn't that graphically intense.

@gatwolf Lastly, at certain points, the game will shoot up to 140fps for no reason without anything changing in the scene for just a few seconds, then immediately back down to 15. I've tried disabling AA, vsync, etc.
