Subscription needs to be finished for 90 day before a referral can be used.
It is mentioned in this link
If you have a friend who has never played SW:TOR before or hasn’t had a Subscription for 90 days or more, invite them to play with you by sending them your personal referral link.

Hi, I have the same problem, except that my sub expired around February 21st, 2019. I've been preferred ever since.
The only thing that makes sense to me is that clicking on the referral link is what resets the count, whether you get the 7 days sub time or not. It sure would have been nice if EA had said "make sure you don't click on a referral link when it's been less than 90 days, or it will reset."
Anyone else have a better idea, I'd appreciate it.

I'd still like some feedback about this.

I believe If a referral is used to often it can result in "this referal already exists"

How can I fix this?
I've tried using Reddit's monthly referral links. I've also tried opening a google incognito window in case it was a problem with cookies. Nothing seems to work.

I find myself in the same situation. I have contacted customer support by telephone where I was told this issue was a "in game" issue and that only "account" issues were handled by phone. I was told to contact customer support via email, which I did, the answer I got there was either by someone who has no idea what the referral program is or it was an automated system - I suspect it was automate by its lack of logic and insulting tone - which is quite an achievement.
