Stuttering Cutscenes @4k on PC

The game itself plays silky smooth, but all the cutscenes which i assume are @30fps are jerky/stuttering.  Refresh rate of my TV is set at 60hz, with vsync on and with the in game settings at 60hz.

System ;

CPU : AMD 5950x

MB : MSI X570 Unify

GPU : MSI SeaHawk 2080ti

RAM : Corsair AMD optimised 32GB @ 3200mhz

SSD : 500gb & 1TB Samsung Evo Plus
