Stuttering CPU Spikes h9750 + 2060

Brand new laptop, 9750h + 2060. CPU spikes off the graph while playing, causing stuttering. Have tried reinstalling, stanby cleaner, turning off game mode, turning off in game overlay, latest drivers, latest version of windows, low settings, dx11, dx12, windowed, fullscreen...

Nope, cpu runs at 80-85c, gpu sits at round 70c. 

i did have it playing quite smoothly before the patch, latest update had caused issues.

laptop is a 2019 razer blade.
