Stutter, and disconect mid game... [ Edited ]

Soo I am getting weird stutters, like i am on 50-60fps and when its below 60 it doesnt feel like it, its more like i am playing on 30 or so, so it kinda makes it hard to aim...

And I've seen some posts about the freeze and server disconect, so  going by that I guess it aint my connections fault right? Just wanted to check.

Here you go @EA_Atic , I know that you are going to say that I dont meet the system req. and yet it seems that I can play it fine on 50fps, just the server lagg and disconects are getting in the way, the stutter can be a prob but its possible to get used to it, I just put it there as a plus (i've seen people with the same problem with better builds)...
