Strange Graphics (Lighting?) Issue

Hi,

There seems to be some sort of lighting issue occurring in game for a few different items. It's most noticeable with the banners in the main war room on Odessen where they look like they're glowing white (can't seem to change graphics to fix). 

I initially thought it was some sort of bloom issue as the lights on the elevators when moving just show as big rectangular blocks rather than a smooth light but turning bloom off doesn't resolve issue.

Any thoughts?
