Still stutters way more with any texture streaming budget

Turning off texture streaming budget fixes my issues.

Anything above disabled causes stuttering.

2080 RTX

Nothing else works but turning off texture streaming

to clarify, its micro stuttering when certain items load or sounds load. This game needs some optimization...
