BTW, i have a 1070Ti without RTX support, but the update nevertheless fixed the low FPS / High CPU usage. Is your brother is using a 10 series card? My bro has a GTX970 and it works for him on 1803. The 10 and 20 series seem to be the culprit with 1803. However i can't figure out wich AMD cards are affected.

edit: Did the update and have had no problems. CPU usage went from 99/100% to 65-80% and GPU usage bounces around at about 30-60%.

It has nothing to do with chipsets. My specs:

4790k

16gb ram

1080ti

SP campaign- 100-150 fps

MP - 5-12 fps

running 1809 (05/18/2019) amd fx-9590 16gb ram evga rtx 2070 . was getting good 50-60 fps @ 4k on SP(no drops ). and a decent 55-60 fps mp but get random drops to 10-20 fps making the game unplayable at times and dying to spikes .
