Sept prize map and Character key issues

I have two issues 

1) The September prize map will not allow me to use my bulbs (no X appears). Additionally one of the prize map items was acquired (not by me) and its in the middle of the prize map.   

2) the character key shows a -1 and shows half of the bottom bar as being completed.  This was it done by me.  

please advise on how to reset these two issue so they will work.
