Second mission in Under No Flag spawns underground

I can't start the second mission in Under No Flag. When the cutscene ends, it spawns me underground or way up in the sky, and clipping is off, so I just fly around, go through walls, the ground. Everything ignores me, I can't interact with anything, and cannot do anything in the mission. I have tried restarting the checkpoint several times, it randomly spawns me in the sky or under the ground, and cannot continue in the game.
