Мой Windows полностью англоязычный. Попробуй скачать английский языковой пакет и установить английский системный язык и формат валюты, как я написал выше. Должно помочь.

I'll try that. Seems weird though, because i had no problems a year ago or so. Something probably changed with updates then.

Also, i think it might help with loading screen freeze, but graphical glitches won't go away, but we'll see.

Found a solution. Your Windows must be up to date. I had my windows update turned off.
