SOLVED Stuck 38% download, VC++ error
This might help you guy!! for WIN10
Step1: Close origin and delete the game folder.
Step2: Stop all updates and background downloads
Step3: Delete all version of VC++ , download and install VC++( 2005, 2008, 2010, 2012, 2013 and 2015 [X64, X86] )
Step4: open origin and press install button, done! XD

Like a lot of you, i spent many days trying to find out what was the problem with the installation of Apex Legends but I finally found MY problem. Hope it will be your too, in that case I can solve it.
By looking at Tasks Manager during the installation, I saw that was Microsoft visual c++ 2010 which couldn't install.
So I went to Apex/_Installer/vc/vc2010sp1/redist and tried to launch the .exe manually. It didn't work.
But more specifically, it said that another installation was running.
By looking at Tasks Manager again, I tried to find what was processing and finally found NeroUpdate.
I ended the task, launched vc++ 2010 manually again and it did the trick !
I started Apex installation again, and it ran all the Microsoft vc++ and finished to install !
I really hope it can work for you too ! If you don't have NeroUpdate, it might be another app which could have an "update" process blocking the installation.
Apologies for my english since it's not my native langage.
i was stuck with tech support who have no idea what they are doing finding out why i cant download the directx files. so i downloaded them from the microsoft website.
basically the game stops at 38% and gives me the error code direct x could not download correctly
i navigated to the game apex then installer than the second file to direct x
i moved my files into the directx folder and the files vanished
i made a new folder called g in the direct x folder and when i drag the files into that one they vanish as well
