Running Apex on a i7, GTX 1070, why are the high quality graphics not showing? It looks like if I had everything in "Low" or "Disabled" and everything is maxed up. Help please.

Looks like your monitor has a really low resolution.
Can you check you can set you monitor to 1920×1080?

is because your texture streaming budget setting is set to NONE!
