Requirements for using referral link?

Hey everyone,

I was wondering what the requirements are for using someone's referral link. The reason I ask this is because I clicked someone's referral link, but it said my account is not eligible for the Friends of SWTOR Referral Program. Then it gives me a link which should list the requirements for using a referral link, but there's nothing there..
