Refer a friend issue

Is there an issue with the refer a friend program? I’ve had a couple of people use my referral link. Once yesterday and once today. Both times the person reported getting a success page but they did not appear on my refer a friend program list. The only thing I can think of is they had used other referrals in the past but it had been more than 90 days ago.

Also I have a lot of referral friends on my list. Is there a limit? Could that be why?

The referral link only works for new free to play players that click the link before signing up with an account.  Once signed up it will not work.  Previous subscribers must not have subscribed in the last 90 days meaning their last day of their subscription had to have ended more than 90 days ago and have not clicked on another referral link in that time frame either.
