Recovering SWTOR account, security key lost, HAVE TRIED CALLING

I am an old player wanting to return. I bought the game before it went F2P. I have access to the same email, but I have a security key tied to my account and I have a new phone so I can't access it. Everything points to having to call support to recover my account, which for one is BS, requiring international calls like this.

Secondly, I HAVE TRIED CALLING, but the lines are NEVER open, even during the hours the automated voice says I should call. I just tried calling today and it says lines close at 3PM British time, and it says lines are closed despite that being hours away.

I don't know what to do at this point.

There is this help article to remove the security key 

If your calling the UK dial +44 203 0141 826 as listed in this article note the(0) is not used that is local only.

Try Skype here in Australia an hour call would be $1.80

You can try the France or Germany numbers too , they can transfer to English line

If you happen have skype try as per this link to the US line

If you have tried the guide to remove the security key yourself and the link is not there, The only option available is to make a new account if calling is not viable.
