I have done all that and still have the problem.  I have Windows Defender.  Included is my DxDiag file.

Can see even the setup crashing for some reason 

 

Open a command prompt as administrator and type sfc /scannow  as the dxdiag shows some issues with the store

 

other then that close as much background programs not needed too in case one is interferring
