What if i can't find the client_setting file?

Has the game launched before on this system, if it hasn't the location wont exist

No it hasn't...this is a fresh installed windows and i tried to start the old game that was on the hard drive that i played before i reinstalled the windows and after pressing play nothing happened...so i thought it was because of the new windows so i deleted the game and downloaded it again just to find out the problem is still there. I tried to repair the launcher, I tried the clean boot...nothing works

Nothing obvious in the dxdiag apart from your video driver isn't a WHQL release ? have you tried using the latest video drivers at this link ? 

I can also see your running 1600 x 900 even though the native resolution is showing as 1920 x 1080.

I am not using 1920x1080 because that resolution on my monitor is broken...by that i mean that the colours are faded and sharp and its kind of hurting my eyes.As for the drivers...I haven't updated them because these are best for gameplay right now and when i was playing on these drivers a week ago everything was fine...but if u think that i should update them i will

If your want to test the newer drivers just in case , can always go back to the older version if you want later 

Run a game repair per this link just to be certain the game files are still all ok too given the windows re-install

Also given this is a new windows install , can you install this particular directx redist at this link as well
