Checking the first one, then the one depending on your location in the world helps see if connection reports are consistent and if any issues being shown are still present.
Your Pathping is still showing packet loss on several different hops. Is it possible to set up a static IP for your console through your Network Settings to see if this continues?
If not, or if it does not help then I would recommend showing this report to your ISP for assistance, since we have gone through making changes and still have issues with connecting to our server perhaps they can offer further assistance.

@EA_Illium Still showing massive packet loss on your servers...
This is clearly a bug on your guys's end.
EDIT: You said bring it up with my ISP. I did. I spent all day with them troubleshooting. The packet loss is occurring on your servers so what do you expect them to be able to do?

Wouldn't count on it unfortunately. EA doesn't seem to want to deal with it or even admit it's their problem.

Hey, @McChodeGuy Based on the last files you uploaded, your first 2 hops, both show 13% packet loss. These locations would be the path your network is taking to reach our servers.
We would not be able to adjust the packet loss here from our side, which is why we attempt to go through the troubleshooting provided above, to see if we can help remove this loss. If you have gone through troubleshooting with your ISP and are still seeing this, perhaps there is a physical connection issue happening to cause this.
If everything (cables) are secure to your internet equipment and to your wall, I would recommend showing them this specifically to see if they can further investigate this.
