is it my network problem or server problem?

Must be there servers, because I know several that also have issues. And I just recently had a technician out to take a look at my connection, veil he did find minor issues they are now corrected. But i am still seeing server issues, and getting these error icons. earlier this year I rarely had any issues, except for occasionally getting the slow motion servers.

My theory is that they segmented the servers for sake of the quests, and it is causing some sort of traffic flow issues. I've done every connection optimizing trick I can find- thought I'd fixed the problem, but then traffic picked up again and the problem returned. Sometimes the game works, sometimes it doesn't. I literally had a match where everything was fine and I even won - the next match is unplayably laggy. Nothing changed on my end during that time. It was off-peak hours locally.

what is your connection speed ?
