Poor performance in Multiplayer. GTX 1080 4690k OC

Hi guys. I have a 1080 GTX, 4690k overclocked. 16gb ram. Although not the best CPU for the game I am seeing strange performance problems.
Playing at 1080p or 1440p makes no difference. My CPU isn't being fully used and obviously not my GPU either. I get horrible frame drops in game. Temps look fine.
Will attach screenshot of the usage/temps
Any ideas?

then add the stuff that's missing to this post like dxdiag etc.

Do you by any chance only have 1 stick of memory?

Have you tried the following?

 

Open up "NVIDIA Control Panel" -> from the NVIDIA Control Panel, select the "Manage3D settings" from the left column -> click on the Power management mode drop down box and select "Prefer Maximum Performance".

 

Seen this on GTX 1080s, another option is to toggle between DX11 and DX12 from ingame.
