@proxos666 FOUND IT. It's a Problem with the Shaders and the bloom setting. I have reinstalled, and that didn't fix it. I don't understand, before I upgrading my PC's OS to Windows 10 via Microsoft Website, I was fine. No problems, ran it with the SAME SETTINGS. But the second I put Windows 10 on it and on the first start up, again, with the same settings, this started. My Driver is up to the latest version. I hope this can be fixed if the problem can be replicated, because I *obviously* don't have the money to get a new video card, or I would..... and I'd still be subbed if I could be.

Best can do is to get this passed back to the studio, given it appears to be confined to at least your model of intel card unsure what is or isn't possible for them to help.

Not that I am aware of, I wouldn't hold my breath on a response. If they can do anything with Intel specific issues it will just auto magically be included in a patch one day.
