Ping Lag with low Ping [ Edited ]

When I was playing on one of my characters, I started to experience a delay in my actions, I assume its my ping but I have a standard low ping like I've always had, which is about 40-60 average. This started happening recently, never happened before. Could it possibly be my settings, like graphic wise even though my computer can handle the settings I put it at. What can I do to fix this?

Ability lag has been reported after the last patch, believe a patch will be required
