This one and I click both options and it doesn’t work.

And you've done the following:
Highlight FIFA on the Xbox dashboard and then hit the Start button and select Manage Game, you should see an option on the left that says Saved Data, select that and then select your gamertag to delete the local data from the console only.
Make sure you're only deleting it from the console and not from everywhere or you'll lose that save permanently.
Then load FIFA, you'll redownload the cloud version of the settings file and should be good to go.

The only other steps I can think of are to do the above steps again and select Delete From Everywhere instead of local content only, you will lose any career mode data however.
