Performance issues with 1070

I don't know why but this games lags and stutters randomly. Stutters begin when the game is loaded for the first time and just stops but i can see how so many textures aren't still fully loaded like the road or the terrain. Then in some places in city at night or in races there's an fps drop to 55 fps more or less. Im playing the game on a TV 1080p60Hz because for me is more comfortable than in my monitor.

Ryzen 5 1600x 3.6Ghz

GTX 1070 STOCK 

16 GB RAM DDR4

SSD SAMSUNG EVO 250GB for Windows 10

HDD TOSHIBA 2TB for games
