I had the same problem and then instead of launching the game via EA app, I ran the exe file as administrator and it seems to have solved it!!
Also make sure your V-sync is off in-game but on in your driver settings.
That's what worked for me, anyhow.

I had this problem and stumbled upon this post. Nothing here helped me, but I ended up solving the problem (for myself). I will explain how below.
I didn't think it would be CPU problem until I opened up Process Lasso. I use Process Lasso to manage which CPU Cores my applications are using since I have a 7950x3D. EAFC 2024 was using ALL of one side of it's cores, (a massive amount tbh). Since the 7950x has a chip with 3d cache, and one without, I can spread the load to both of them with Process Lasso and that's stopping EAFC from maxing out the CPU usage.
I attached a screenshot of what my CPU Core usage is looking like after I fixed it. That is with EAFC running and a twitch stream in the background as well. EAFC is putting most of that load on, so imagine all of it stuffed on just the bottom chip. That's what it had looked like before.
Anyways, hopefully this can help somebody. Not everybody here has chips with two sets of caches like I do, so not sure if this will help everybody, but it looks like it certainly is a CPU overload problem with the stuttering.

Hi, I also have a 7950X3D. I assume you just set the CPU Sets to 0-31? Because I also did that and it still maxes out the bottom CCD.

Same on Series X. First game run smooth but second was stuttering on an intervall (like each 2 seconds).

I swear to god, I paid 90 pound for this game to have 2 seconds of input delay and run at 30 fps. Fifa 23 and other games run COMPLETELY fine on my pc. I never experience them go under 150 fps, but ea fc is completely *.
I beg someone has a fix or i’m forced to refund.

I had this issue when I first booted up the game. On my end it was extremely choppy and I gave them the benefit of the doubt so I literally unbolted everything, cleaned it and bolted it back together. I am a Sys Admin so it takes me maybe an hour to do all of this. Booted the game back up and it was the same exact thing so I knew instantly it wasn't me. Turned out, their graphical settings auto capped everything to 30fps and reduced cutscene fps. Changed everything around and now I have 0 issues, well except their server crap that has been an issue even before EA became EA. I would check your settings to see if they are being capped as well. I run a Radeon 7900XT.
