I want to create a security key, but to do this I have to log in to the site, but there they ask me for a security key which I do not receive and after I will have to get a serial number but they will ask me again for a security key. Contacting via phone will be hard for me because i'm not that good in english

Try the steps in this guide here.  If you still aren't receiving it, try changing your email on your swtor account to one that hasn't been used on EA or Swtor before, validate, then change it back
