"Hello there!" - Obi-Wan Kenobi
I have recently returned to SWTOR on 15th Aug 2018 (Australian time) after 1.5 years not playing. After downloading the 5.9.2 patch, I was pleasantly surprised to see the double XP event happening. Score! Thus I have been able to finally level my 2 (of my 8) alts to level 70.
Unfortunately though, I quickly found out that I none of my (now 8) level 70 characters no longer receive any Command XP or Command Points... Tonight is the 3rd consecutive night to no avail.
FYI, for my alts that were mid-command level, the progress bar is greyed out.
I am listed as a Preferred Player. I did try to lodge bug reports, but apparently one needs to be a subscriber to raise issues directly.
Obviously, there's little point me playing at this time, since I'm effectively getting no reward for anything that I do...
Conjecture: I wonder if having returned to the game post-patch 5.9.2 release, that the previous command XP/Points issue bug (as per http://www.swtor.com/community/showthread.php?p=9625735#edit9625735) wouldn't have ticked over for my account?
My only other thought is that once the double XP event finishes in 2 days that I'll be able to gain command xp from all the quests.

Yes, unfortunately you can only level your command as a subscriber.
I think it's a pity, but unfortunately it is.
Any command ranks you have got, remains in place until you become a subscriber again, and you can level it up, when you become a subscriber.
