Not getting notifications

My fiancé and I both have iPhones and neither get notifications. Why this issue

I'm on a Samsung and I don't get them either. I've cleared cache, cleared data, uninstalled, restarted, reinstalled, and still no notifications. My tablet had the same issue, but those steps worked. Also a Samsung.
