No legendaries bug

I am lvl 31, I have opened minimum of 30 apex packs and my account has 0 legendaries.

Have you bought Apex Packs? After level 20 you no longer get packs every single level so you wouldn't necessarily have gone through 30 packs just because you're level 31.
